But, scarcely had Howe posted himself at Wilmington, when Washington re-crossed the Schuylkill and marched on the British left, hoping to imitate the movement of Cornwallis at the Brandywine which had been so effectual. TWO:The kindred science of medicine was also in marked advance. Dr. Thomas Sydenham, who died in 1689, at the very commencement of this period, had prepared the way for a more profound knowledge of the science by his careful and persevering observation of facts and symptoms; and the improvements he introduced guided medical men in the treatment of disease till the end of this period. Anatomical science was greatly advanced at this era by Malpighi, Steno, Ruysch, Duverney, Morgagni, Albinus, Haller, and other Continental physicians. In England Humphrey Ridley published a work on the brain in 1695, and William Cowper, in 1698, his anatomical tables, said to be borrowed from the Dutch anatomist, Bidloo. In 1726 Alexander Munro published his "Osteology;" he was also founder of the Medical School of Edinburgh. In 1733 William Cheselden, the most expert operator of his day, published his "Osteography." In 1727 Stephen Hales published his "Vegetable Statics," and in 1733 his "H?mastatics," which carried both vegetable and animal physiology beyond all preceding knowledge either here or abroad. Zoology and comparative anatomy also received some progress from the labours of Nehemiah Grew, Tyson, Collins, and other members of the Royal Society.On the 15th the British squadron brought in the Emigrant troops from the Elbe, under the young and gallant Count de Sombreuil; but they amounted only to eleven thousand men. TWO:The name of the leader of the new movement, however, had not yet been added to the list. Mr. Bright, whose residence was at Rochdale, had not begun to give personal aid to the cause, and was scarcely known out of his native town, where his efforts to improve the moral and social condition of the working classes had, however, long made him conspicuous among his fellow-townsmen. The name of Richard Cobden, which appears in the additional list of the committee published a short time afterwards, was one more familiar in Manchester ears. Mr. Cobden was the son of a yeoman at Dunford, near Midhurst, in Sussex. Beginning with small advantages, he had become a successful tradesman. In the course of 1835 a pamphlet was published by him under the title, "England, Ireland, and America." It was followed by a second pamphlet entitled "Russia; by a Manchester Manufacturer." In these writings he advocated peace and retrenchment, and reprobated a panic fear of Russia. But he was soon to advocate more important reforms.
THREE:George had much difficulty in restraining his indignation, but he kept it down, and only bowed the duke silently out of his presence. No sooner had he departed than he flew to Cumberland, and declared he would bear this no longer. Again overtures were made to Pitt, again Pitt expressed himself willing to take office, but again declined, because Temple still refused. Foiled in these attempts to engage Pitt, and equally foiled in an endeavour to engage some of the heads of the leading Whig houses, who would enter no administration without Pitt, a heterogeneous cabinet was at length cobbled up, through the management of the old Duke of Newcastle, who was hankering after office. The Marquis of Rockingham was put forward as First Lord of the Treasury and Premier. Grafton and Conway were to be Secretaries of State; and the latter, lately dismissed with ignominy from the army, was to lead the Commons. The Earl of Northington was made Chancellor, the old Duke of Newcastle Privy Seal; another old and almost superannuated nobleman, Lord Winchelsea, President of the Council. Charles Townshend retained his post of Paymaster of the Forces. Such materials, it was clear, could never long hold together. "It is a mere lute-string administration," said Townshend himself; "it is pretty summer wear, but it will never stand the winter!"The fall of Robespierre produced a marked change in the policy of the Convention towards the Royalists of this district, and they were promised, on laying down their arms, that they[445] should enjoy their country and their religion in peace. On this assurance, Charette signed a treaty of pacification with the agents of the Government at Nantes, in February, 1795. But scarcely was the peace signed, when Charette received a letter from Monsieurbrother of the late king, and now appointed by the Royalist party Regent to the Dauphin, now styled by them Louis XVII.assuring him of his confidence, declaring him the second founder of the monarchy, and appointing him his Lieutenant-General. Charette wrote back to inform him that he had been compelled to sign a peace, but that his submission was only apparent, and when the Royalist affairs were somewhat reinstated, he should be ready to take up arms and die in the service of his prince. The young General Hoche, who was sent to reduce the insurgents of Brittany, whilst Canclaux reduced those of La Vende, did not for a moment believe in the sincerity of the peace. He was aware that Puisaye, the chief of the insurgents in Brittany, was gone to England, to endeavour to induce Pitt to do what all the efforts and importunities of the Bourbon princes and Emigrant nobles had failed to doto send an expedition to the coast of Brittany, with another to the coast of La Vende, in which the British fleet should support the bodies of Emigrants who had, in England and the Channel Islands, formed themselves into regiments for the purpose. Aware of this, he still did all he could to reconcile the peasantry to the peace, and very soon they would have been pacified by this judicious treatment, and been averse from rising again, with a prospect of re-experiencing their former sufferings; but the Bourbon princes and the tribes of Emigrants now driven from the Rhine did not allow them that chance.

THREE:The second reading of the Bill was not opposed, but Lord Francis Egerton, with Sir Robert Peel's concurrence, moved that the committee should be empowered to make provision for the abolition of corporations in Ireland, and for securing the efficient and impartial administration of justice, and the peace and good government of the cities and towns in that country. The Tories thought it better that there should be no corporations at all, than that their privileges should be enjoyed by the Roman Catholics. The motion was lost by a majority of 307 to 64, and the Bill ultimately passed the Lower House by a majority of 61. In the Upper House a motion similar to that of Lord Francis Egerton was moved by Lord Fitzgerald, and carried in a full House by a majority of 84. Other amendments were carried, and it was sent back to the Commons so changed that it was difficult to trace its identity. Lord John Russell said that it contained little or nothing of what was sent up: out of 140 clauses, 106 had been omitted or altered, and 18 new ones introduced. He moved that the amendments of the Lords be rejected, and that the Bill be sent back to the Upper House. The motion was carried by a majority of 66, the numbers being 324 to 258. But the Lords refused by a majority of 99 to undo their work; and upon the Bill being returned to the Lower House in the same state, Lord John Russell got rid of the difficulty by moving that the Bill should be considered that day three months.

THREE:On the 8th of February Lord John Russell brought forward the paragraph of the Speech relating to agricultural distress, and moved for a select committee to inquire into the causes of the depression of the agricultural interest, although he confessed that he did not anticipate any satisfactory result from the investigation. In this the noble lord did not miscalculate, for after sitting for eight months the committee could not agree to any report, and all the benefit they conferred upon the public was an outline of the evidence which was laid before the House at the end of the Session. On the 9th and the 12th the same Minister submitted three measures to the House, which were passed into law this Sessionnamely, a Bill for the Commutation of Tithes in England; a Bill for a General Registration of Marriages, Births, and Deaths; and another for the amendment of the Law of Marriage. On the 16th of this month Mr. Hardy brought before the House of Commons the case of Mr. O'Connell and Mr. Raphael. The latter gentleman was one of the sheriffs of London, and he wished to represent an Irish constituency. Mr. O'Connell thought it was possible to get him in for the borough of Carlow; but he warned him that the expenses would be 2,000, and that this sum should be deposited in a bank as a preliminary, "say 2,000." It was alleged that this was a corrupt bargain, and Mr.[401] O'Connell was accused of selling a Parliamentary seat. Mr. Hardy, therefore, moved for a select committee to investigate the transaction. The committee was obtained, and the result was a complete acquittal of Mr. O'Connell. So strong, however, was the feeling against him that no less than sixty members of Brooks's Club resigned, having failed to procure his expulsion.

THREE:There were rumours of negotiations going on for a return of Pitt to power; but as Mr. Addington showed no disposition to resign altogether in favour of Pitt, these came to nothing. Already in the previous November Canning and Lord Malmesbury, two of Pitt's most zealous supporters, had set on foot an address to Addington begging him to resign. But this plan was abruptly stopped by Pitt himself, who felt that he was to a certain extent the creator of the Ministry. Now Addington made overtures to Pitt through Dundas, become Lord Melville. But his propositions were absurd. He stipulated that Greville and Windham, who had opposed the Peace of Amiens, should be excluded from the arrangements. He also wished that Pitt's brother, Lord Chatham, should be the nominal Prime Minister, while he and Pitt should be equal secretaries. At this, Pitt put a stop to the envoy's conversation. "Upon my word," he said afterwards, "I had not the curiosity to ask what I was to be." So England engaged in war, with her greatest statesman excluded from office.When Ney and Caulaincourt saw Marmont at Essonnes, he informed them that he had entered into a convention with the Allied sovereigns on his own account. They begged him to suspend it and accompany them, and he consented. Whilst the three commissioners were with the Emperor Alexander, news was brought that Count Souham, with whom Marmont had left the command of his troops, had gone over, and marched the division into the lines of the Allies. On this the Emperor said they had better return to Napoleon, and assure him that the Allies would accept nothing short of an absolute and unqualified abdication. When they announced this to him, to their surprise, he exclaimed, "But what provisions are made for me? How am I to be disposed of?" They replied that it was proposed by the Emperor Alexander that he should retain the title of Emperor; should have the island of Elba, a guard, a small fleet, and all the attributes of royalty, with a suitable income. With a mood of mind incomprehensible in any other person, he immediately called for maps and books about Elba, and began contemplating his future position, as though he had only been changing one France for another; but there can be no doubt that he, in reality, was weighing the facilities of the place for that effort to regain the empire of France, which he certainly never renounced for a moment. On the 11th of April he drew up a form of unconditional abdication, signed, and dispatched it. Ney, Macdonald, and Caulaincourt arrived with the treaty to which the Allied sovereigns had agreed. Elba was assigned to himan island twenty leagues in extent, with twelve thousand inhabitantsand he was to have an income of six millions of francs, besides the little revenue of the island. Two millions and a half more were assigned as annuities to Josephine, and the other members of his family. The Empress was to be created Duchess of Parma, Placentia, and Guastella, in full sovereignty. The marshals and other officers of his army were received into the same ranks and dignities in the army of the Bourbon sovereign. Lord Castlereagh, who had arrived after the conclusion of this treaty, pointed out the folly of it, which must have been apparent to every man of the slightest reflection; for, to a certainty, Napoleon would not for a day longer than he was compelled observe it in a place like Elba, in the very vicinity of France. He declined, on the part of Great Britain, any concern in it; but to avoid a renewal of the war, he offered no formal opposition. Napoleon arrived at Elba on the 4th of May.

Louis Philippe and Guizot suspected him of trying to secure the hand of the Queen of Spain for a prince of the House of Coburg, and was justified to a certain extent by an imprudent despatch sent by the English Foreign Secretary to our Minister at Madrid. Thereupon the King of the French frightened the Queen-Mother of Spain into giving her consent to the marriages, which were celebrated simultaneously on the 10th of October, 1846. The calculating cunning displayed by Louis Philippe and the deliberate sacrifice of a young girl to sordid requirements of State aroused a feeling of universal disgust.   • THREE:It was proposed also to form, in certain districts, relief committees, which should be empowered to receive subscriptions, levy rates, and take charge of donations from the Government; and that out of the fund thus raised they should establish soup kitchens, and deliver rations to the famishing inhabitants. Sir John Burgoyne, Inspector-General of Fortifications, was appointed to superintend the works. Lord John Russell referred to measures for draining and reclaiming waste land in Ireland, and to advances of money for this purpose to the proprietors, to be repaid in instalments spread over a number of years. On a subsequent day, in answer to questions from Mr. Roebuck, the noble lord gave a statement of the sums that had already been advanced. 2,000,000 had been issued on account of the Poor Employment Act of the last Session. He expected that not less than 500,000 or 600,000 a month would be spent from the present time until August, and he calculated the whole expenditure would not be less than 7,000,000. There was great difference of opinion on the subject of the Government plans. A counter-scheme for the establishment of reproductive works deserves to be noticed for the interest it excited and the attention it occupied for years afterwardsnamely, the railway plan of Lord George Bentinck. Acts of Parliament, he said, had been passed for 1,582 miles of railway in Ireland, of which only 123 miles had then been completed, while 2,600 miles had been completed in England. In order to encourage the formation of Irish railways, therefore, he proposed that for every 100 expended by the companies 200 should be lent by the Government at the same interest at which they borrowed the money, Mr. Hudson, who was "chairman of 1,700 miles of railroad," pledging his credit that the Government would not lose a shilling by the transaction. By adopting this plan they could give reproductive employment to 109,000 men in different parts of the country, for earth-works, fences, drains, and watercourses connected with the lines. This would give support of 550,000 souls on useful work, tend to develop the resources of the country, and produce such improvement that the railways constructed would add 23,000,000 to the value of landed property in twenty-five years, and would pay 22,500 a year to the poor rates. The purchase of land for the railways would moreover place 1,250,000 in the hands of Irish proprietors, for the employment of fresh labour, and 240,000 in the hands of the occupying tenants for their own purposes. The Government also would reap from the expenditure of 24,000,000 on railways in Ireland, an enormous increase of revenue in the augmented consumption of articles of excise and customs. The noble lord's speech, which lasted two hours and a half, was received with cheers from both sides of the House. Leave was given to bring in the Bill, though it was strongly objected to by Lord John Russell, Mr. Labouchere, and other members of the Government. It was also opposed by Sir Robert Peel, who exposed the unsoundness of the economic principles involved in it. The Bill was rejected by a majority of 204, the numbers being 118 for the second reading, and 322 against it. Notwithstanding this decision, loans were subsequently advanced to certain Irish railways, amounting to 620,000, so that the objection of the Government was more to the extent than to the principle of Lord George Bentinck's measure. 000-000-0000

FORE:Meanwhile Ministers, anxious to exonerate themselves from the odium so fully their due for fomenting insurrection, commenced Parliamentary inquiries which only the more clearly demonstrated their guilt. On the 2nd of February the celebrated green bag was sent down by the Prince Regent to the Lords, and another green bag on the following day to the Commons. These green bagsor rather, this green bag, for they were classed as one by the public, their contents being onemade a great figure in the newspaper comments of the time. They were stuffed with documents regarding the late extraordinary powers assumed by Ministers, and the occurrences in the midland counties which had been held to justify them. No doubt the papers had been carefully selected, and they were now submitted to a secret committee of each House, which, being named by Ministers, was pretty sure to bring in reports accordingly. On the 23rd the Lords' committee brought up their report, and on the 27th the Commons' produced theirs. As might have been expected from their parentage,[134] there was a striking likeness in the offspring of the committees; they were veritable twins. Both travelled over the same ground; the statements made by the secret committee of 1816 averring that schemes of conspiracy were in agitation, and the events of 1817, particularly in Derbyshire and Yorkshire, as fully confirming these averments. They were compelled, however, to confess that the insurrections, though clearly connected in different counties, in Lancashire, Yorkshire, Derbyshire, and Nottinghamshire, were not very formidable, and that the mass of the population in these counties did not at all sanction, much less second, such proceedings. Yet, notwithstanding this confession, the fact remained that under the arbitrary measures of Ministers a great number of persons had been thrown into prison, against whom no charge could be established; and that at Derby three had been executed, and twenty others transported or imprisoned for long terms, and these, every one of them, through the acts and incitements of the emissaries of Ministers themselves. On the motion for printing the report of the Commons, which, of course, justified Ministers, Mr. Tierney said it was scarcely worth while to oppose the printing of "a document so absurd, contemptible, and ludicrous."

TWO:Disappointed in this quarter, the odious race of incendiary spies of Government tried their arts, and succeeded in duping some individuals in Yorkshire, and many more in Derbyshire. That the principal Government spy, Oliver, was busily engaged in this work of stirring up the ignorant and suffering population to open insurrection from the 17th of April to the 7th of June, when such an outbreak took place in Derbyshire, we have the most complete evidence. It then came out, from a servant of Sir John Byng, commander of the forces in that district, that Oliver had previously[126] been in communication with Sir John, and no doubt obtained his immediate liberation from him on the safe netting of his nine victims. In fact, in a letter from this Sir John Byng (then Lord Strafford), in 1846, to the Dean of Norwich, he candidly admits that he had received orders from Lord Sidmouth to assist the operations of Oliver, who was, his lordship said, going down into that part of the country where meetings were being frequently held, and that Oliver, who carried a letter to Sir John, was to give him all the information that he could, so that he might prevent such meetings. Here, as well as from other sources, we are assured that Oliver only received authority to collect information of the proceedings of the conspirators, and by no means to incite them to illegal acts. We have also the assurance of Mr. Louis Allsop, a distinguished solicitor of Nottingham, that Oliver was in communication with him on the 7th of June, immediately on his return from Yorkshire, and informed him that a meeting was the same evening to take place in Nottingham, and he and another gentleman strongly urged him to attend it, which Oliver did. Mr. Allsop says that Oliver had no instructions to incite, but only to collect information. All this has been industriously put forward to excuse Ministers. But what are the facts? We find Oliver not onlyaccording to evidence which came out on the trials of the unfortunate dupes at Derbydirectly stimulating the simple people to insurrection, but joining in deluding them into the persuasion that all London was ready to rise, and that one hundred and fifty thousand from the east and west of the capital only waited for them. We find him not only disseminating these ideas throughout these districts from the 17th of April to the 27th of May, but also to have concerted a simultaneous rising in Yorkshire, at Nottingham, and in Derbyshire, on the 6th of June. Thornhill-lees, in Yorkshire, was on the verge of action, and ten delegates, including Oliver, were arrested. In Derbyshire the insurrection actually took place.

FORE:A Privy Council was held at Dublin Castle, at which it was determined to offer rewards for the arrest of the principal conspirators500 for William Smith O'Brien, and 300 each for Meagher, Dillon, and O'Doherty. The offence charged was, having taken up arms against her Majesty. The rewards offered soon brought matters to a crisis. As soon as the proclamations were posted up, Sub-Inspector Trant proceeded from Callan, in the county Kilkenny, with a body of between fifty and sixty of the constabulary, in the hope of capturing some of the proclaimed rebels. Arrived on Boulagh Common, near Ballingarry, on the borders of Tipperary and Kilkenny, they took possession of a slated farmhouse, belonging to a widow named Cormack. This house they hastily fortified, by piling tables, beds, and other articles against the doors and windows. The insurrection actually commenced at a place called Mullinahone, where, at the ringing of the chapel bell, large numbers of the peasantry assembled in arms, and hailed Smith O'Brien as their general. He was armed with a short pike and several pistols, which he had fastened to a belt. On the 26th of July he went to the police barrack, where there were but six men, and endeavoured to persuade them to join him, promising better pay and promotion under the republic, and telling them that they would resist at their peril. They refused. He then demanded their arms, but they answered that they would die rather than surrender them. He gave them an hour to consider, but departed without carrying his threat into execution. On the 29th Mr. Smith O'Brien appeared on Boulagh Common with increased forces, who surrounded the house in which the constabulary were shut up. He went into the cabbage garden to speak to the police at an open window. He addressed one of the men, and earnestly pressed them to surrender and give up their arms. The constable said he would call Mr. Trant. That gentleman immediately hastened to the spot; but the rebel chief had taken his departure. Apprehending an attack, Mr. Trant immediately ordered his men to fire, when a battle commenced, which speedily terminated in the defeat of the rebels, of whom two were killed and several wounded. Two shots were aimed at Smith O'Brien without effect; but one of them hit a rebel who was standing by his side brandishing a pike. He was killed on the spot. Another party of police under the command of Mr. Cox, and accompanied by Mr. French, the stipendiary magistrate, came up at the instant, and fired on the rebels, after which they fled in the greatest disorder. Eighteen were killed, and a large number wounded. The police suffered no loss whatever. A large detachment of the 83rd Regiment and about 150 of the constabulary, with Inspector Blake, hastened to the defence of the besieged party; but when they arrived the danger was over, and the police returned to Callan. That evening twenty signal fires blazed on the mountain of Slieve-na-mon. Next day, being Sunday, the military did not attend public worship, and were everywhere kept on the alert. The greatest excitement appeared amongst the peasantry at the Roman Catholic chapels, who were in hourly expectation of being called upon to act, the most anxious solicitude being painted upon the countenances of the women. There is no doubt, from the temper of the population, that had the priests given the word, there would have been a general rising. But they almost universally condemned the conduct of the leaders as insane, and as certain to involve them and all who joined them in destruction. In the meantime, General[569] Macdonald, at the head of his flying column, consisting of 1,700 men, pursued the insurgents, while troops and artillery were poured into Clonmel, Kilkenny, and Thurles. Near the latter place General Macdonald encamped on the domain of Turtulla, the seat of Mr. Maher, M.P. The butchers of Thurles refused to supply the men with meat, and consequently provisions had to be brought from the commissariat stores at Limerick, and large quantities of biscuits from Dublin, the people having broken into the house of the baker who supplied them with bread at Thurles and destroyed his furniture.Lord Castlereagh, in recounting the aid given by Great Britain to the sovereigns of the Continent in this grand effort to put down the intolerable military dominance of Buonaparte, drew a picture of expenditure such as no country had presented since the commencement of history. He said that the nations of the north of Europe were so exhausted by their former efforts, that not one of them could move without our aid; that this year alone we had sent to Russia two million pounds; to Prussia two million pounds; to Austria one million pounds in money, and one hundred thousand stand of arms; to Spain two million pounds; to Portugal one million pounds; to Sicily four hundred thousand pounds. By these aids Russia had been able to bring up men from the very extremities of the earth, and Prussia to put two hundred thousand men into the field. We had sent during the year five hundred thousand muskets to Spain and Portugal, and four hundred thousand to other parts of the Continent. There was something sublime in the contemplation of one nation, by the force of her wealth and her industry, calling together the armies of the whole world to crush the evil genius of the earth.

FORE:On the 31st of March Dundas introduced the Indian Budget, and soon afterwards Pitt congratulated the country on the fact that, so far from the American war having injured the trade or the power of Britain, the fact was that our shipping had increased considerably more than one-third since 1773, and we had been continually gaining strength even during the American war, and had relieved ourselves of a load of expense always incurred by the government of the States. This was an admirable argument for declaring all our colonies independent, if it meant anything; but Pitt went on seconding, and even surpassing Dundas in the prognostications of a long peace. What such ministerial speeches were worth was shown on the 5th of May, only a month and five days since the prophecy of Dundas, and not three weeks since his own prophecy, by Pitt announcing that the peace was already disturbed with Spain. It appeared that the high prices obtained by the crews of Captain Cook's ships, the Discovery and Resolution, at Canton, on his exploring voyages in the South Seas, for the ill-selected, half-worn furs brought from the north-west coast of America, had attracted the attention of adventurers under the direct protection of the East India Company. Mr. Mears, who had been a lieutenant in the royal navy, and a Mr. Tippin, were sent out in command each of a vessel. Tippin was wrecked on the coast of Kamtschatka; but Mears reached Prince William's Sound and wintered there, opening a good trade with the natives. In the spring of 1788 he discovered Nootka Sound, a fine bay on the west side of a small island on the west coast of Vancouver's Island. There he formed a settlement, making a bargain with the chief for it. He went to Canton with furs and was opening a fine trade, when the Spaniards came down on the settlement, seized four British vessels, but permitted two United States' vessels to remain unmolested. Part of the English crew were shipped in one of the American vessels to China, and the rest suffered to depart in one of their own ships after it had been plundered. The Spanish commander then settled himself in the new colony, and Spain set up a[372] general claim to all coasts and islands, and the whole Pacific as far as China.Britain had seen her Continental Allies fall away one by one. The time was now approaching when some good allies might have been very useful to herself, if such people were ever to be found. We have seen that, during the American Revolution, the rebellious colonists found admirable allies in the Irish. They had no difficulty in exciting disturbances amongst that ardent Celtic race, and thus greatly to augment our difficulties. No sooner did the French commence the work of revolution than the Irish became transported with admiration of their doings. Not all the bloodshed and horrors of that wild drama could abate their delight in them, and their desire to invite them over to liberate Ireland, as they had liberated Belgium. These views found expression in the north of Ireland, especially in Belfast and other places, where the population was Presbyterian and to a certain extent Republican. The Roman Catholics were inert, and disposed to wait patiently. Ever since the American revolt the necessity of conciliating the Irish had been impressed on the British Government, and many important concessions had been granted them. They had not yet obtained Catholic emancipation, but the public mind was ripening for it, and the chief difficulty was the opposition of the extreme Protestant party in the Irish Parliament. Whatever were the evils which England had inflicted on Ireland, they were nothing compared with those which French fraternity would have perpetrated. But the United Irishmen, as the revolutionaries called themselves, could see nothing of this, not even after all the world had witnessed the French mode of liberating Belgium, and French waggons, guarded by soldiers, were day after day, and month after month, bearing over the Alps the priceless chefs-d'?uvre of the arts from ravaged Italy. In the spring of 1798 the preparations of the French Directory for the invasion of Ireland were too open and notorious to be overlooked by anybody.

FORE:At first the course of affairs was not eventful. On the 7th of May Pitt moved a series of resolutions as the basis of a Bill for reform of Parliament. The main features of this scheme were those of taking measures against bribery and corruption; the disfranchisement of boroughs when a majority of the electors was proved corrupt; and the addition of a hundred new members to the House of Commons, nearly all of them from the counties, except an additional member or two from the metropolis.During this period Richard Bentley, Master of Trinity College, Cambridge, and archdeacon of Ely, figures prominently as one of the most profound classical scholars that Great Britain has produced, and, at the same time, as one of the most quarrelsome, arrogant, and grasping of men. The circumstance which made the most noise in his career was his controversy with the Hon. Charles Boyle regarding the authenticity of the Epistles of Phalaris and the Fables of ?sop. In this dispute he had to contend with Drs. Atterbury, French, King, and Smallridge, who made the reply to him in their "Examination of Bentley's Dissertation on the Epistles," in the name of Boyle. Swift also attacked him in "The Battle of the Books." The controversy made an immense noise at the time, and Bentley completely proved his assertion, that both the Epistles of Phalaris and the Fables of ?sop, in their present form, are spurious. The services of Bentley in publishing corrected editions of various classical works are of no ordinary kind. Amongst the authors who have received the benefit of his critical touches are Aristophanes, Cicero, Menander, Philemon, Horace, Nicander, Ph?drus, and Homer. In his editions of Horace and Homer, however, he laid himself open to severe criticism by his rash and arbitrary emendations of the text, and still more so by his edition of Milton's "Paradise Lost," from the same cause. In this case he showed that he was as deficient in the Italian and romantic learning, which Milton had made himself master of, as he was great in his own classical field. Bentley displayed himself as a theologian of great distinction by his refutation of Collins's "Discourse of Freethinking," and his lectures at Oxford in defence of the Christian religion.

FORE:It was resolved to bring the matter before Parliament. Wilberforce gave notice of motion on the subject, but falling ill at Bath, Clarkson applied to Pitt and Mr. Grenville, and was strongly supported by Granville Sharp and the London committee. Pitt had not considered the subject till it was forced on his attention by the evidence before the Privy Council; but he had come to the conclusion that the trade was not only inhuman, but really injurious to the interests of the nation. He consented to introduce the question, and, on the 9th of May, gave notice that early in the next Session Parliament would take into consideration the allegations against the slave trade, made in upwards of a hundred petitions presented to it. He recommended this short delay in order that the inquiries before the Privy Council might be fully matured. But both Fox and Burkethe latter of whom had been thinking for eight years of taking up the questiondeclared that the delay would be as cruel as it was useless; that it did not become the House to wait to receive instructions from the Privy Council, as if it were dependent upon it, but that it ought to originate such inquiries itself. Sir William Dolben supported this view of immediate action, contending that at least a Bill should be brought in to restrain the cruelties of the sea-passage, which would otherwise sacrifice ten thousand lives, as hundreds of thousands had been sacrificed before. This was acceded to. Pitt's resolution was carried by a considerable majority; and Sir William Dolben, on the 21st of May, moved to bring in a Bill to regulate the transport of slaves. Sir William stated that there was no law to restrain the avarice and cruelty of the dealers, and that the mortality from the crowding of the slaves on board was frightful.

FORE:Half the London bridges were built, or rebuilt, during this period. Waterloo Bridge was begun in 1811, and completed by its designer and architect, John Rennie, on the 18th of June, 1817, having cost upwards of a million sterling. It is not only the longest of the Thames bridges, but was pronounced by Canova the finest bridge in the world, and is justly universally admired. Rennie built Southwark Bridge, an iron one, at a cost of eight hundred thousand pounds, and completed it in 1819, its erection occupying five years. Sir John Rennie, his son, built the new London Bridge from the designs of his father; but this was not begun till six years after the death of George III., nor finished till 1831, at a cost of five hundred and six thousand pounds.Before Buonaparte quitted Erfurt he learned that his late allies, the Bavarians, with a body of Austrians under General Wrede, were marching to cut off his line of retreat to the Rhine, and that another body of Austrians and Prussians were marching from near Weimar, on the same point, with the same object. He left Erfurt on the 25th of October, amid the most tempestuous weather, and his rear incessantly harassed by the Cossacks. He met Wrede posted at Hanau, but with only forty-five thousand men, so that he was able to force his way, but with a loss of six thousand, inflicting a still greater loss on the Austro-Bavarians, of nearly ten thousand. On the 30th of October Napoleon reached Frankfort, and was at Mainz the next day, where he saw his army cross, and on the 7th of November he left for Paris, where he arrived on the 9th. His reception there was by no means encouraging. In addition to the enormous destruction of life in the Russian campaign, the French public nowinstead of the reality of those victories which his lying bulletins had announcedsaw him once more arrive alone.

With the same want of sagacity which was driving Ministers and Parliament to the loss of America, they were still persecuting Wilkes into popularity. On the 14th of November, 1768, Sir Joseph Mawby, member for Southwark, presented a petition from Wilkes, reciting all the proceedings of Government against him, and praying for his being heard at the bar of the House. Wilkes appeared before the House on the 31st of January, where he took exception to the word "blasphemous" as applied to the "Essay on Woman." Thurlow, afterwards Lord Chancellor, a most swearing, blaspheming man, protested that if the House did not declare it blasphemous, it would be a disgrace to it. However, the words "impious" and "obscene" were substituted. On the 1st of February the House determined that his petition was frivolous. The next day the House went into another charge against Wilkes. In the preceding April Lord Weymouth, previous to the riots in St. George's Fields, had issued a letter, as Secretary of State, to the magistrates of Lambeth, warning them of the danger of riots taking place in the endeavour to free Wilkes from prison, and offering them the aid of the military. Wilkes, while in the King's Bench, had obtained a copy of this letter, and sent it to the St. James's Chronicle with his own comments, styling it a "hellish project," and as the direct cause of that "horrid massacre." Weymouth complained to the House of Lords that this was a breach of privilege. A conference was had with the Commons; Wilkes was brought to the Bar, where Baldwin, the printer, had acknowledged the letter to be his, and then, so far from denying it, claimed the thanks of the country for having exposed that "bloody scroll." The Commons decided that he was guilty of an insolent and seditious libel, and on the following day, February 3rd, on the motion of Lord Barrington, he was expelled the House, by a majority of two hundred and nineteen to one hundred and thirty-seven. The king had directly asked for such a verdict by a letter to Lord North, declaring that Wilkes's expulsion was "highly expedient and must be effected.""More than 100 workhouse officers fell victims to the famine fever during this fatal year, which also decimated the ranks of the Catholic clergy of the country. Mr. Trevelyan gives names of thirty English and Scottish priests who sacrificed their lives to their zealous attendance on the immigrant Irish, who carried the pestilence with them in their flight to other portions of the United Kingdom. Pestilence likewise slew its victims in the[542] fetid hold of the emigrant ship, and, following them across the ocean, immolated them in thousands in the lazar houses that fringed the shores of Canada and the United States. The principal business of the time was in meal, and coffins, and passenger ships. A fact may be mentioned which renders further description of the state of the country needless. The Cork Patent Saw Mills had been at full work from December, 1846, to May, 1847, with twenty pairs of saws, constantly going from morning till night, cutting planks for coffins, and planks and scantlings for fever sheds, and for the framework of berths for emigrant ships."The Nabob of Oude zealously embraced the cause of Meer Cossim. He possessed not only great resources in his own province, but he possessed additional authority with the natives from having received also at his court the titular emperor of Delhi, Shah Allum, who, though driven from his throne and territory by the Mahrattas, was still in the eyes of the people the Great Mogul. With the Great Mogul in his camp, and appointed vizier by him, Sujah Dowlah advanced at the head of fifty thousand men against Major Adams and his little army, now numbering about one thousand two hundred Europeans and eight thousand Sepoys. Before the two armies came in sight of each other Adams died, and the command was assumed by Major, afterwards Sir Hector Munro. Munro led his army to Buxar, more than a hundred miles higher up the Ganges. There, in the month of October, 1764, he came into conflict with the army of Oude, and put it thoroughly to the rout, killing four thousand men and taking one hundred and thirty pieces of cannon and much spoil.Exasperated at the failure of this measure, a furious mob broke into the Irish House of Commons on the 15th of April, but they were soon quelled, and two of the ringleaders seized. The magistrates of Dublin were censured for observing the gathering of the mob and taking no measures to prevent its outbreak. The printer and supposed publisher of the Volunteers' Journal were called before the House and reprimanded, and a Bill was brought in and passed, to render publishers more amenable to the law. The spirit of violence still raged through the country. Tumultuous associations were formed under the name of Aggregate Bodies.Captain Dacres, of the Guerrire, returning to Halifax to refit after convoying another fleet of merchantmen, fell in with the large United States' frigate Constitution, commanded by Captain Hull. The Guerrire was old and rotten, wanting a thorough refit, or, rather, laying entirely aside. In addition to other defects she was badly supplied with ammunition. The Guerrire had only two hundred and forty-four men and nineteen boys; the Constitution had four hundred and seventy-six men, and a great number of expert riflemen amongst them, which the American men-of-war always carried to pick off the enemy, and especially the officers, from the tops. Yet Captain Dacres stayed and fought the Constitution till his masts and yards were blown away, and his vessel[37] was in a sinking state. In this condition Dacres, who was himself severely wounded with a rifle-ball, struck, the only alternative being going to the bottom. The old ship was then set on fire, the British crew being first removed to the American ship. Though the contest had been almost disgracefully unequal, the triumph over it in the United States was inconceivable. Hull and his men were thanked in the most extravagant terms, and a grant of fifty thousand dollars was made them for a feat which would not have elicited a single comment in England. But when our officers and men were carried on board the Constitution, they discovered that nearly one-halfa number, in fact, equal to their ownwere English or Irish. Some of the principal officers were English; many of the men were very recent deserters; and so much was the American captain alarmed lest a fellow-feeling should spring up between the compatriots of the two crews, that he kept his prisoners manacled and chained to the deck of his ship during the night after the battle, and for the greater part of the following day.Two British columns advancing by nightone by the shore road and the other over the hillsmanaged to capture the patrols and approach the outposts of the Americans. Washington having been all day engaged in strengthening his lines, had returned to New York. Putnam was posted on the left; and General Stirling was posted on the right on the seashore, near the part called the Narrows. On the hills Sullivan occupied one of the passes towards the left. The column on the British right, consisting of Hessians, under General Von Heister, seized on the village of Flat Bush, nearly opposite to Sullivan. At the same time, Sir Henry Clinton and Sir William Erskine reconnoitred Sullivan's position and the rest of the line of hills, and sent word to General Howe that it would not be difficult to turn Sullivan's position where the hills were low, near the village of Bedford. Howe immediately ordered Lord Percy to support Clinton with his brigades, in the direction of Bedford, and General Grant to endeavour to turn the position of General Stirling, whilst the Hessians were ready to attack Sullivan in front. At a signal, Howe himself marched along with one of the divisions. In order to draw the enemy's attention from the movements of General Clinton, Grant made a direct attack upon Stirling's position, which brought to his aid a great part of Sullivan's forces, thus deserting their own ground. Grant maintained his attack till daylight, by which time Clinton had, by a slight skirmish, crossed the line on his side. The attention from his march was diverted by Von Heister attacking Putnam's position on the direct way to Brooklyn, and Lord Howe, from his ships, opening a cannonade on Governor's Island and Red Hook, in the rear of that town. About eight o'clock came a fire from Clinton's column, which had now forced its way into the rear of Putnam and between the Americans and Brooklyn. On this discovery they endeavoured to make a way to their lines before that town, but were driven back by Clinton only to find themselves assailed in the rear by Von Heister. Thus hemmed in, they fled in confusion. This action in their rear alarmed both Sullivan and Stirling, yet they maintained their ground against Grant till they learned the total rout of their comrades opposed to Clinton and Heister, when they laid down their arms and ran for it. Knowing the ground better than the British, many of them managed to escape to Brooklyn; but one thousand and ninety-seven prisoners were taken, and from one thousand two hundred to one thousand five hundred Americans were killed or wounded. The English lost only about four hundred killed and wounded.
